As member of NAPM-Central Texas, and ISM-Austin for the past nine years, Eldon has held Board positions of increasing responsibility and currently serves as the Immediate Past-President of NAPM-Central Texas and Programs Chairman of ISM-Austin for 2008.
Elton holds both a B.S. and MBA Degrees from Sam Houston State University, in Huntsville, Tx. Elton is a Certified Texas Purchasing Manager as licensed by Texas Building and Procurement Commission and is very proud of achieving the National Designation of C.P.M. from the Institute for Supply Management.

Eddie R. Burton
A member of ISM since 1980 Eddie is Manager of Procurement for QPS Engineering, LLC, a Quanta Services Company in Tulsa OK. In Purchasing since 1979 and at QPS Engineering since 2010, Eddie has a history of responsible positions as planner, purchasing agent, purchasing manager and corporate director of purchasing. He holds a BBA in Business Administration & Accounting from Texas A & M University and has advanced Purchasing and Computer Software Application skills.
While an active member of NAPM Texas Panhandle from 1980-1989, his career brought him to Woodward Oklahoma in 1989 where he was a member of NAPM Oklahoma City from 1989-1995. Then on to Tulsa where he has enthusiastically assumed one responsibility after another on the Board of Directors.
On the local affiliate level, he has served as Pro-D Vice Chair, Programs Chair, First Vice President, President, Director for National Affairs (DNA) and Director at Large. He has also served on the local community college Purchasing/Materials Management Advisory Council, and was the General Conference Chair for the Southwest Purchasing Conference Chair held in Tulsa, OK September 2000.
Eddie has served on the ISM national level as Chair of the Affiliate Support Council, Groups and Forum Support Council and also as a workshop leader for ISM Annual Summer Leadership Training Workshops.

Mary Walker, MBA, CPSM, CPSD, C.P.M., A.P.P., CPPM, DTM
As a member of the ISM-Dallas affiliate, Mary has served in many roles, moving up to President and remains on the Dallas Board of Directors. Mary served on the Affiliate Support Council and the Leadership Training Committee. She is Vice Chair for the Materials Management Group. Mary started working with the Forum at the Dallas Southwest Purchasing Conference as Vice Chair and Facilities Chair.
She handled the facilities also for the Oklahoma City, Galveston (cancelled due to hurricane), Albuquerque and Galveston conferences. Walker was presented the Volunteer Person of the Year Award in 2002 presented by the Southwest Forum. In 2003-2004 she received the Presidential Citation Award presented by NAPM-Dallas.
Mary led the ISM-Dallas Affiliate to win the Affiliate of the Year Award in 2005 and also received nationalís Volunteer of the Year Award in 2005.
The Hubert T. Fuller award, the highest award presented by the ISM-Dallas affiliate was presented to Mary in 2007. Mary was awarded the Harold M. Cosgrove Outstanding Purchasing Management Award in 2007 by the Southwest Forum. Mary holds and MBA in International Supply Chain Management from AIU and an MBA in Business Administration from The California University of Management and Science.
Ruth Lambert King brings over 40 years of experience in not only the ISM Southwest Forum and Supply Chain Conference and NAPM Southwest Purchasing Conference. She is still actively involved after retirement from Baylor University in 2005.
As a charter member of the NAPM-Austin (TX) association, she was mentored and inspired by the dedicated local and national leaders in the purchasing profession.
In 1979 she was elected Assistant Vice President for District 2, and the following year elected Vice President, the first woman from the Southwest, and third in U.S. to serve on the NAPM national board of directors.
She chaired the organization for NAPM-Central Texas association, and is on their board of directors as a lifetime member.
After moving back to the Austin area she was honored with a lifetime membership in ISM-Austin. In 2010 she became a member of the board of directors for ISM-Austin.
Ruth was especially honored to receive the First ISM Forum Lifetime Achievement Award in 2012.

Sheila Lipstreu is a lifetime member of ISM-Corpus Christi. She has served on the board since becoming a member in 1997 and currently remains on the board. She has served as President twice, as well as in many other roles during that time.
Sheila has also served as the Volunteer Chair for the Southwest Purchasing Conference since 2005.
She recently became the Southwest Forum Conference Support Chair in addition to the Volunteer Chair position.
Sheila continues to serve on the board of Corpus Christi United Stated Bowling Congress and also on the Padre Island Enrichment Club.
Sheila holds a B.S. from Corpus Christi State University (now Texas A&M University-Corpus Christi).
he retired as the Nueces County Assistant Purchasing agent in 2008.

K aren Smith, A.P.P.
Karen Smith has been with the City of Denton for seventeen years and now holds the position of Assistant Purchasing Manager.
She is currently a member of ISM, Ft. Worth and has been a member of the National Purchasing Institute affiliate Public Purchasing Associate of North Central Texas, since joining the procurement field.
Karen has served as the PPANCT Chapter historian and was a Membership Chair with NPI previously.
Karen was a Catalog Inventory Specialist at J.C. Penney after graduating from the University of North Texas with a BBA.
She has two sons and enjoys playing golf in her free time.

Jim is our newest addition to the ISM's Southwest Forum as Marketing Chair.
Jim has been a member of ISM for 25 years and brings over 30 years of supply management experience.
He is currently employed by Clark County Nevada in Las Vegas, NV. Jim has served on the board of the Nevada affiliate in various capacities for 25 years.
He is a highly regarded speaker and speaks at several ISM conferences and affiliates.
He has Bachelor of Science degree from Brigham Young University and a Master of Business Administration from University of Phoenix. Jim has been happily married to Debbie for over 30 years and is the proud grandfather of 8 grandchildren (and still counting).
